A firm protested an Air Force solicitation, contending that the Air Force: (1) used an incorrect code to determine the size standard for small businesses eligible to compete for the procurement; (2) improperly disclosed that the protester had submitted the low initial bid; and (3) improperly limited the number of other offerers from whom it requested best and final offers. GAO would not consider the protest, since the: (1) contracting officer and the Small Business Administration had conclusive authority to determine the proper code; and (2) protester untimely filed the portion of the protest regarding the Air Force's alleged improper procurement practices more than 10 days after it became aware of the protest basis. Accordingly, the protest was dismissed.
