An Army employee claimed reimbursement for excess shipping charges, contending that he was entitled to a waiver, since the excess freight was a direct result of certain restrictions that the host country placed on the sale of personal property. GAO held that, although the employee was not to blame for the restriction, it had no legal authority to relieve the employee of his indebtedness. Accordingly, the claim was denied.
