A firm requested reimbursement for profits it allegedly lost as the result of the Navy's improper rejection of its bid under a solicitation for torque wrenches, contending that the Navy should either award it a contract for an equal number of wrenches or reimburse it for lost profits. GAO held that: (1) although the Navy improperly rejected the protester's bid as late, all available remedies would be impractical; and (2) there was no legal authority that would permit the protester to recover its lost profits. Accordingly, the request was dismissed.
