[Protest of FWS Rejection of Offer To Harvest Brine Shrimp From Refuge Ponds]

A firm protested the U.S. Fish and Wildlife Service's (FWS) rejection of its offer to harvest brine shrimp from refuge ponds, contending that FWS improperly excluded it based on an unproven allegation. GAO would not consider the protest, since: (1) it did not concern the procurement of services or property; and (2) FWS did not request that it do so. Accordingly, the protest was dismissed.
