Pursuant to a congressional request, GAO commented on the possibility that the Department of Justice might withhold federal assistance to two California cities that adopted resolutions offering sanctuary to certain refugees. GAO noted that: (1) federal agencies may withhold program funds in the face of substantial noncompliance with a program provision; and (2) the resolutions that the cities adopted did not appear to conflict with any condition of federal grant assistance.
