A firm protested a Forest Service contract award for a fixed-price timber resource inventory, contending that the Forest Service rated its proposal highest technically. GAO held that the: (1) solicitation called for contractor selection based on the most advantageous proposal; and (2) Forest Service properly awarded the contract. Accordingly, the protest was denied.
