A firm requested reconsideration of the denial of its claim for payment for a duplicate shipment of videotapes it erroneously sent to the Defense General Supply Center (DGSC). GAO had held that: (1) the claimant was unable to establish DGSC receipt, acceptance, and use of the videotapes; and (2) since there was no contract for the second set, DGSC could make payment only if the claimant showed that DGSC received and accepted the tapes and that it acted in good faith. Upon reconsideration, GAO held that the claimant failed to demonstrate that DGSC received the duplicate tapes. Accordingly, the original decision was affirmed.
