The Panama Canal Commission (PCC) requested a decision regarding the extent of catastrophic insurance coverage it should purchase. GAO held that the federal government's self-insurance rate did not apply to PCC because it operated on a self-sustaining basis and federal funds were not available to it. Accordingly, PCC may procure the appropriate scope of insurance coverage based upon its determination of its needs.
