A firm protested the Navy's rejection of its bid for refrigerated shipping containers, contending that the Navy incorrectly determined that its containers were not new, as required. GAO held that the Navy properly rejected the bid, since the protester failed to either provide notice of intent to furnish used equipment or seek clarification of the requirements. Accordingly, the protest was denied.
