The U.S. Customs Service requested a decision concerning a transferred employee's claim that: (1) Customs should have shipped her inoperable pickup truck at government expense, since it was an antique; and (2) the carrier charged her twice for the expense of moving the truck. GAO held that: (1) the truck's age and condition did not change its essential character as a truck, which regulations prohibited from shipment at federal government expense; and (2) the carrier properly billed her for the moving expenses. Accordingly, Customs should recover the moving expenses from the employee.
