This publication describes the use of standard data encryption procedures (DES) in evaluating and protecting sensitive information which program evaluators have collected. It discusses: (1) the need to protect data; (2) the uses of DES in protecting data in various settings and in merging data obtained from different sources; and (3) a software encryption program that simulates the hardware operation of DES.
