A firm protested an Air Force contract award for a contractor-operated civil engineer supply store, contending that the Air Force did not properly process its agency-level protest of the awardee's eligibility. GAO held that: (1) the protester was not sufficiently interested to protest the procurement, since it was the third low bidder and was not in line for the award; and (2) although the protester stated that the second low bidder intended to transfer any contract it might receive, neither had a sufficient direct economic interest in the procurement. Accordingly, the protest was dismissed.
