In response to a congressional request, GAO reviewed: (1) the Federal Energy Regulatory Commission's hydropower fees program; and (2) the Commission's authority to impose filing fees on applicants for permits and exemptions. GAO found that the Commission: (1) was recovering the costs of administering its hydropower regulatory function through annual charges to holders of Commission-issued hydropower facility operating licenses; and (2) could impose fees on permit and exemption applicants, although it was not required to do so.
