In response to a congressional request, GAO reviewed a litigation to determine whether the use of the permanent judgment appropriation would be appropriate to pay the judgment in favor of a private firm. GAO determined that permanent judgment appropriations should not be used to fund land acquisitions resulting from condemnations, despite the fact that such payments have occurred in the past.
