A firm protested a Navy contract award, contending that: (1) it would have quoted a lower price if it had known prior to bid opening that its potential subcontractor was affiliated with the awardee's firm; and (2) the awardee was not responsible. GAO held that: (1) it would not consider the protest since the Navy had no part in the awardee's actions or in the protester's decision as to which subcontractor's price quotation to submit; and (2) it would not review an affirmative responsibility determination, except in limited circumstances. Accordingly, the protest was dismissed.
