The Navy requested a decision regarding a transferred officer's claim for additional per diem expenses incident to his travel to his new duty station. The officer stayed at a port for an additional 10 days waiting for the shipment of his privately owned vehicle, after his commanding officer authorized him to do so, and claimed per diem expenses for that period. GAO held that the Navy could not reimburse the officer because the delay in shipment was not beyond his control. Accordingly, the claim was denied.
