A firm requested reconsideration of the dismissal of its protest of a Navy delivery order. The protester had contested the propriety of the awardee's quotation. GAO had dismissed the protest because the protester, the third low bidder, would not have been in line for award even if its protest were successful. In its request for reconsideration, the protester contended that the second low bid was also unacceptable, since it offered items at less than the manufacturer's suggested retail prices. GAO held that the protester's contention was without merit, since procedures did not preclude a firm from quoting a price below that of either its own or its manufacturer's retail price. Accordingly, the dismissal was affirmed.
