A firm requested permission to correct its allegedly erroneous bid for the maintenance and repair of hoists and cranes at three Navy installations. GAO noted that the solicitation permitted the correction of incorrect totals under the presumption that the unit price was the intended bid. GAO held that: (1) the protester could not correct the bid error since the alleged mistake was only apparent on the protester's work copy and not on the face of the bid itself; and (2) there was no clear and convincing evidence establishing the existence of the mistake nor the bid actually intended. Accordingly, the protest was dismissed.
