A firm protested any Navy award for maintenance, waste disposal, and custodial services, contending that: (1) the solicitation's incorporated wage determination omitted several required classes of workers; (2) the solicitation required the removal of hazardous wastes but did not specify their nature or quantity; and (3) these defects caused its inability to compete on an equal basis and resulted in its bid not being low. GAO held that: (1) the solicitation included instructions for determining minimum wages for workers not covered by the wage determination; (2) under the solicitation, a successful bidder would not be responsible for removing hazardous wastes; (3) the solicitation was not ambiguous with regard to hazardous wastes; and (4) the solicitation did not prevent competition on an equal basis. Accordingly, the protest was denied.
