A firm protested a Defense Personnel Support Center (DPSC) contract award for finger ring saws, contending that DPSC did not obtain full and open competition. DPSC alleged that, since it conducted the procurement under small purchase procedures, it was not required to obtain full competition. GAO held that: (1) DPSC determined that the awardee was its only known supplier of the required item, even though it had previously procured the item from the protester and other suppliers; and (2) even under small purchase procedures, DPSC was required to obtain reasonable competition, and failed to do so. Accordingly, the protest was sustained. GAO held that, since the contract was completed, DPSC should reimburse the protester for its protest costs.
