Two part-time Department of Defense (DOD) teachers claimed back pay for a period during which they believed they were underpaid, contending that they performed more than half as much work as full-time teachers but DOD only paid them half salary. GAO held that DOD: (1) had broad statutory authority to set salary rates for its teachers; and (2) reasonably implemented its policy of fixing part-time teachers' pay rates at one-half the rate for full-time teachers. Accordingly, the claims were denied.
