Pursuant to a congressional request, GAO commented on whether the President's final order for fiscal year (FY) 1987 would be required to specify reductions if the revised deficit report determined that the excess deficit for FY 1987 would be less than or equal to $10 billion. GAO found that the President's final order could only require reductions if the revised report determined the excess deficit to be greater than $10 billion.
