Developing and Using Questionnaires

This publication summarizes the principles and procedures used in developing, writing, and analyzing effective questionnaires to enable evaluators to: (1) understand the activities involved; (2) work effectively with measurement specialists in questionnaire development; (3) become aware of the questionnaire development tasks; and (4) judge the quality of the data collection effort as a whole.
