A firm requested reconsideration of its proposed debarment under an Army procurement, contending that: (1) the Army failed to adequately notify the firm that the proposed debarment applied specifically to it or to give the firm an opportunity to respond; and (2) the Army had no authority to extend the proposed debarment throughout the executive branch. GAO held that: (1) the protester failed to present evidence supporting its allegation that it was not affiliated with the debarred firm; and (2) the Army was authorized to extend the proposed debarment throughout the executive branch. Accordingly, the prior decision was affirmed.
