Highlights

A union local protested a proposed Navy contract award, contending that: (1) the proposed awardee was unable to meet the solicitation requirements; (2) the proposed awardee had a conflict of interest; and (3) the Navy was biased in favor of the awardee. GAO held that the protester was not an actual or prospective bidder under the solicitation and was not eligible to protest. Accordingly, the protest was dismissed.
