In response to a congressional request, GAO commented on whether the Secretary of Agriculture had the authority to transfer appropriated funds from one agricultural service to another. GAO reviewed statutory provisions and the legislative history on issues involving appropriated funds transfers and determined that the Secretary of Agriculture had the authority to transfer funds for emergency purposes from one service to another to pay claims for economic loss.
