Humanitarian Assistance to the Nicaraguan Democratic Resistance

GAO discussed its continuing review of humanitarian assistance for the Nicaraguan democratic resistance. GAO noted that the State Department's Nicaraguan Humanitarian Assistance Office (NHAO): (1) could not observe delivery and use of procured items; and (2) could not validate invoices and receipts for items bought in the region. GAO concluded that: (1) humanitarian assistance may not be reaching the intended beneficiaries; and (2) NHAO needs to implement adequate controls to validate invoices and receipts, trace payments to suppliers, and verify deliveries and use.
