A firm protested a proposed Air Force contract award to another firm for wind-measuring systems, contending that the awardee was ineligible under the small business set-aside two-step procurement because it was a wholly owned subsidiary of a Finnish corporation. GAO held that: (1) it would not consider the matter of the awardee's size status because such matters are for Small Business Administration resolution; and (2) the Air Force was not required to add a Buy American Act differential to the awardee's bid because Finnish goods are exempt from the act. Accordingly, the protest was dismissed.
