A firm protested the Department of Labor's (DOL) technical evaluation of its proposal, contending that DOL failed to: (1) review one of the evaluation factors in its proposal, resulting in a score of zero in that category; (2) fairly evaluate its proposal's other evaluation categories; and (3) list a realistic maximum end of the range for hours of performance. GAO determined that the protester: (1) submitted an untimely protest against a solicitation requirement; and (2) failed to show that the technical evaluation of its proposal was unfair, unreasonable, or inconsistent. Accordingly, the protest was denied.
