A firm protested an Air Force contract award to another firm for a thermal imaging system, contending that the awardee offered a prototype system, while the specifications implicitly required a production system. GAO held that: (1) it was unclear why the protester believed that the specifications prohibited prototype systems; (2) the protester appeared to be questioning the awardee's ability to meet the solicitation's delivery requirements; and (3) as such, the protest concerned the awardee's responsibility, which it would not consider absent circumstances not relevant to the instant procurement. Accordingly, the protest was dismissed.
