GAO is conducting a study on the feasibility of two new sources of funding for the National Foundation on the Arts and the Humanities, specifically involving the creation of a revolving fund. GAO noted that the options involve a fund consisting of payments made to the government: (1) for the right to use or publicly perform artistic, dramatic, literary, or musical works in the public domain; or (2) through an extension of the existing copyright period for artistic, dramatic, literary, and musical works. GAO is considering the constitutionality and legality of the two proposals.
