An individual requested reconsideration of his claim for compensation, contending that he was a de facto employee of the President's Commission on Indian Reservation Economies and was, therefore, entitled to compensation for work he performed. GAO noted that the claimant: (1) was offered a position with the Commission; (2) began working before he was officially hired; (3) decided not to accept the position with the Commission before his appointment was approved; and (4) was compensated for the time he worked prior to meeting with the personnel management specialist, at which time he was told to stop working until his appointment was official. Upon reconsideration, GAO held that the claimant was entitled to compensation for an additional 2 days since he was in a travel status at the time he was ordered to stop working. Accordingly, the decision was modified as stated above.
