A carrier asked GAO to review a General Services Administration (GSA) settlement relating to its transportation of a ship propeller. GSA had disallowed special military charges for a number of hours that did not fall on a weekend even though the carrier transported the shipment continuously during unusual hours. GAO held that GSA: (1) properly disallowed the special charges for a period during which the carrier was attempting to obtain permits rather than actually transporting the shipment; and (2) should have allowed the special charges for non-weekend overnight periods during which the carrier was continuously transporting the shipment. Accordingly, the GSA action was sustained in part and overruled in part.
