The Department of Defense requested a decision regarding a proposed change in the Joint Travel Regulations which would allow the shipment of privately owned vehicles at government expense when civilian employees stationed overseas are separated from service. GAO found that: (1) a civilian employee who is separated from service at an overseas post and whose vehicle was transported to that post at government expense may have his vehicle transported to a destination other than the United States or the country in which the employee's actual residence is located at government expense; (2) the cost of shipping a vehicle may not exceed the constructive cost of shipping it to the employee's residence at the time he was transferred to his last duty station; (3) payment of transportation costs may not be authorized if separation occurred before April 10, 1984; and (4) the Joint Travel Regulations do not prohibit shipment of private vehicles under these circumstances.
