[Request for Advance Decision on Claim for Reimbursement for Mortgage Insurance Premium]

The Air Force requested an advance decision regarding an employee's entitlement to reimbursement for a mortgage insurance premium he paid in purchasing a new residence incident to his transfer. The employee was required to purchase insurance to protect the lender from default. GAO held that both Federal Travel Regulations and Joint Travel Regulations define mortgage insurance costs as nonreimbursable finance charges. Accordingly, the employee may not be reimbursed for the mortgage insurance premium.
