A former Agency for International Development employee requested reconsideration of a decision sustaining the Claims Group's rejection of his claim for actual travel expenses incurred while driving his car to another country to be sold. GAO found that: (1) the Department of State rejected the claim under its policy against employee profiteering and excluded all but the commercial transportation cost from the car's acquisition cost; (2) the Claims Group sustained State's determination; (3) the employee's claim for the additional expenses incurred in personally driving the car fell under the local officials' authority; and (4) the employee presented no evidence that the decision contained legal or factual errors. Accordingly, the claim was denied.
