The Department of Labor recommended the debarment of a General Services Administration subcontractor and its president for violations of the Davis-Bacon Act because the subcontractor did not pay its employees the minimum wage rate and falsified certified payrolls. GAO determined that the subcontractor: (1) had disregarded its obligation to its employees under the act; and (2) substantially violated the act in the underpaying employees. Accordingly, the firm and its president will be included on the list of ineligible bidders.
