A firm requested further reconsideration of the dismissals of its protests under an Army solicitation for janitorial and cleaning services. GAO dismissed the protests because: (1) the protester did not timely furnish copies of its initial protests to the Army; (2) the initial protests were untimely filed; and (3) the Small Business Administration (SBA) had refused to issue a certificate of competency (COC). In its request for further reconsideration, the protester contended that: (1) the Army had received copies of its protests in a timely fashion; and (2) SBA did not deny it a COC. Bid protest regulations require that a request for reconsideration contain a detailed statement of the factual and legal grounds upon which reversal or modification of a decision is warranted and that it must specify errors of law made or information not previously considered. GAO found that the protester failed to show any error of law or fact in decisions on its protests and the initial request for reconsideration. Accordingly, the request for further reconsideration was denied.
