A firm requested reconsideration of a decision which denied its protest against the Environmental Protection Agency's (EPA) rejection of its late bids. GAO had held that the hand-carried bids were late because the protester sent its courier to the wrong location. In its request for reconsideration, the protester contended that GAO failed to consider its arguments that: (1) the bids were timely delivered under its interpretation of the solicitation; and (2) the solicitation specifications were ambiguous because they did not clearly define hand-carried bids. GAO held that: (1) the solicitation clearly provided that hand-carried bids were to be delivered to a different location than mailed bids; (2) hand-carried bids include any bid that is not delivered by mail; and (3) the protester had failed to demonstrate any error that would warrant reversal of the initial decision. Accordingly, the original decision was affirmed.
