This article, which appeared in the GAO Review, Vol. 20, Issue 4, Fall 1985, discusses small-group conferences and their use in: (1) testing data validity; (2) assessing the comprehensiveness of information; (3) interpreting information; and (4) garnering experts' opinions on proposed recommendations. GAO used the small-group conference technique in studying the reasons for a military doctor shortage and in other studies. The article also covered: (1) how the technique works; (2) results and usefulness of data gathered in this manner; and (3) the advantages and disadvantages of small-group conferences. The role of the moderator in implementing the small-group conference and in resolving conflicts is very difficult, and respect for others' feelings, tactful suggestions, and statements of concrete behavior are methods suggested for use.
