A firm requested reconsideration of a decision dismissing as untimely its protest against two sole-source contract awards. GAO had dismissed the initial protest because: (1) the protester did not file its protest until 6 months after publication of the intended awards; and (2) protests of alleged solicitation improprieties must be filed prior to the closing date for receipt of proposals. GAO noted that consideration of the protest at this time would render meaningless the stated purpose behind the timeliness rules. Accordingly, since the protester raised no new facts or legal arguments, the prior decision was affirmed.
