This article, which appeared in the GAO Review, Vol. 20, Issue 3, Summer 1985, explores the possibility of identifying, recruiting, and maintaining GAO auditing personnel using the methods used to recruit and retain outstanding professional athletes, including: contract negotiations; drafting procedures; the free agent system; waiver and trading mechanisms; and the payment of bonuses for superior performance.
