A contractor protested a Forest Service reprocurement after its contract for construction work was terminated for default because it failed to make satisfactory progress. The protester questioned the propriety of the termination and the scope of the reprocurement contract as it related to possible excess reprocurement costs. However, such matters are within the jurisdiction of the Forest Service Board of Contract Appeals and not for GAO consideration. The protester also complained that he had been excluded from competing for the reprocurement; however, he failed to prove this contention. Accordingly, the protest was dismissed in part and denied in part.
