A firm protested the specifications in a solicitation for a building chiller, arguing that they restricted competition. GAO held that, since the agency provided a reasonable explanation for its requirements, the specifications were not restrictive. Although the protester also argued that it provided a different but conforming chiller, the solicitation specifications precluded the protester from offering such a product. Accordingly, the protest was denied.
