A firm requested reconsideration of the dismissal of its protest concerning an Army procurement which found that it improperly failed to provide the Army with a copy of the protest. The protester argued that it was unaware of the requirement. However, GAO held that the requirement is published in the Federal Register; therefore, protesters are on constructive notice of the contents. Accordingly, the earlier dismissal was affirmed.
