Highlights

A firm protested the Air Force's determination that it was nonresponsible, arguing that the contracting officer incorrectly determined its responsibility because improper figures were used to determine the acceptability of its bid surety. Further, it had offered to correct the problem before bid opening. GAO held that, although the computation was not based on completely accurate figures, the discrepancy was minor and did not materially affect the nonresponsibility finding. GAO noted that, although bid sureties may be corrected before bid opening, correcting the mistake would not have had bearing on the final decision. Accordingly, the protest was denied.
