A firm protested a proposed Government Printing Office (GPO) contract award, arguing that its bid included a prompt payment discount which made it the low bidder. GAO held that, since GPO and the protester disagreed as to whether a discount had been offered, the protester was obligated to prove that it had been offered the discount. The protester presented no such evidence. GAO also held that GPO obtained adequate competition and reasonable prices; therefore, there was no reason to resolicit the procurement. Accordingly, the protest was denied.
