A firm protested under an Air Force solicitation for floor coating services, contending that the Air Force failed to consider its late telegraphic bid modification even though it was notified of the telegram and its contents by telephone before bid opening. The Air Force contended that an Air Force regulation prohibited the acceptance of telephonic notification of a telegraphic bid modification. GAO held that the regulation did prohibit the acceptance of the modification. Accordingly, the protest was denied.
