Highlights

A firm protested that the Navy was not considering its bid for a solicitation fairly and that it was being discriminated against on racial grounds. Since the contract had not been awarded and the protester remained in the competition, GAO found no basis upon which to consider the allegation. Accordingly, the protest was dismissed.
