A firm protested a Department of Labor contract award, contending that the awardee could not perform the contract because its bid was too low. GAO held that submission of a below-cost bid does not provide a basis to challenge an award and, since the procuring agency is responsible for determining a firm's ability to perform contract work, GAO will not consider matters of a firm's responsibility. Although the protester argued that the awardee would not comply with wage requirements, such matters are to be settled by the Secretary of Labor. Accordingly, the protest was dismissed.
